JRC report assesses economic viability of chemical recycling of plastics in the EU

The Joint Research Centre has published a report examining the current economic viability of chemical recycling technologies for plastics in the EU, with a focus on pyrolysis and solvolysis. The study finds that chemical recycling does not yet reach cost parity with virgin plastics but could still play a significant role in meeting recycled content requirements under EU packaging and single-use plastics rules.

The report was prepared by the JRC for DG GROW, based on techno-economic modelling and consultations with industry stakeholders, including BASF, INEOS, LyondellBasell, SABIC and Repsol. It analyses production and investment costs for the two most prominent chemical recycling pathways, pyrolysis and solvolysis, and reviews current and planned EU recycling capacity against projected demand driven by legal requirements. The authors conclude that policy support and regulatory clarity, particularly around mass-balance allocation methods, will be important for the sector's competitive positioning. The report also outlines potential policy implications and avenues for further research.
