The document ‘The Transition Pathway for Construction – From Commitments to Action’ identifies concrete initiatives/actions that directly implement the EU strategy to transform the construction ecosystem through a collaborative, ecosystem-based approach.
These initiatives operationalise the EU Industrial Strategy’s focus on green and digital transitions and stem from the creation of the High-Level Construction Forum (HLCF) in April 2021. The pathway, launched in March 2023, comprises 84 recommended actions organised into six ‘building blocks’:
- Competitiveness
- Skills and talent
- Enabling framework
- Research, innovation, and technology
- Funding and financing
- Fair and safe built environment
These actions are designed to be implemented by various stakeholders, including the EU, Member States, industry, regional and local authorities, financial institutions, and research organisations. Since the pathway's publication, the HLCF has facilitated numerous initiatives, resulting in 83 commitments that supplement the original 37. These commitments are detailed in an annex and demonstrate the sector's collective progress in strengthening the European construction sector. The document demonstrates how strategic goals are being translated into concrete, trackable actions across the ecosystem.
