The DBSM R2025 is the latest version of the EU Digital Building Stock Model, a geospatial database that maps every building in the EU with enhanced attributes to support energy and climate policies. It provides authoritative building footprints and per-building data such as height, compactness, construction period, and use type. By incorporating satellite-based data and extending coverage to the entire EU-27 (including outermost regions like the Azores, Madeira, and Canary Islands), the model significantly improves accuracy and granularity compared to earlier versions. The updated DBSM underpins the Energy Performance of Buildings Directive (EPBD) and the Renovation Wave, helping policymakers, researchers, and investors make targeted decisions for decarbonisation and energy efficiency. It also supports the Affordable Housing Initiative by enabling fine-scale “what-if” scenario analyses. This report outlines the methodologies applied, validation processes, and applications of the new model, demonstrating its potential to drive sustainable building transformation and climate neutrality efforts.
