The research note aims to clarify how DBLs can support permitting systems, identify key data sets and functions to streamline administrative procedures, and explore integration opportunities that advance compliance, transparency, and sustainability. These objectives align with major EU strategies, including the Affordable Housing Plan, the recast Energy Performance of Buildings Directive (EPBD), and the European Strategy for Housing Construction.
