The European Commission unveiled a comprehensive Energy Performance of Buildings Directive (EPBD) support implementation package to guide EU Member States in applying the revised EPBD, setting the sector on a clear path towards full decarbonisation by 2050. 

 

The package includes: 

 

  • A delegated regulation updating the cost-optimal calculation framework, enabling countries to define energy performance standards tailored to their national building stock and climate. 

  • An implementing regulation establishing uniform data templates for national databases to feed the EU Building Stock Observatory, ensuring consistent, high-quality monitoring of progress. 

  • A comprehensive guidance document with 13 annexes, offering interpretative support and operational advice to streamline the adoption of the directive across diverse contexts. 

  •  

Aligned with the first convening of the new Housing Advisory Board, this initiative supports goals to boost energy independence, cut energy bills, reduce grid investments, improve building efficiency, and facilitate renewable energy integration, contributing to the EU’s target of reducing energy consumption by 11.7 % by 2030.
