The report 'ECE-HBP-225 Housing Affordability' by the UNECE explores the complex issue of housing affordability in the UNECE region, identifying it as a persistent and growing challenge. It defines affordable housing as housing costs that do not exceed 30 % of a household’s income and emphasises the need for housing systems that support access to adequate and affordable homes. The report highlights how affordability is impacted by rising housing prices, income inequality, lack of public investment, and financialisation of housing markets. Vulnerable groups, including low-income households, youth, and migrants, are disproportionately affected.

The report stresses the importance of integrated policy approaches, aligning housing policies with broader social, economic, and environmental goals. It provides policy recommendations, including strengthening public investment, supporting rental housing, encouraging sustainable construction, and improving data collection. It also presents case studies and best practices from UNECE member states to demonstrate practical solutions. Overall, the report calls for a shift in housing from a commodity to a human right, urging governments to act decisively to ensure housing is accessible, adequate, and affordable for all.
