The recommendation is the first EU recommendation on housing, including homelessness. It is one of the deliverables of the European Affordable Housing Plan, which the Commission presented in December 2025.
The recommendation calls on Member States to adopt or strengthen strategic frameworks for tackling housing exclusion and homelessness, with time-bound and measurable objectives. It also provides for the early detection of households at risk of homelessness, for example through early warning systems, simpler access to social services and a greater supply of affordable and social housing.
