EU house prices and rents increased significantly over the last 10 years. Over the same period, however, housing cost overburden rates declined, and so did mortgage and rent arrears. Housing cost overburden means that housing costs exceed 40% of disposable income. Significant variations remain across EU countries and socio-economic groups.

The report highlights the link between national social policies, such as housing allowances, energy efficiency measures and affordable housing. It calls for a multidimensional approach to housing strategy and for timely, reliable data to inform policy decisions.
