A JRC report assesses the first 16 complete draft national building renovation plans submitted under the recast Energy Performance of Buildings Directive. The assessment identifies progress in the plans’ ambition, structure and comparability, while highlighting areas requiring further improvement before their finalization.

The report examines draft renovation plans submitted by 16 Member States between December 2025 and May 2026. All plans include targets for reducing energy consumption and greenhouse gas emissions and show improvements compared with the 2020 long-term renovation strategies. The findings will support the European Commission’s feedback and the preparation of final plans by 31 December 2026.
