Positive Energy Neighborhoods bring together deep building renovation, renewable energy generation and infrastructure upgrades at neighborhood level. The report examines the financing barriers they face. These include high upfront costs, inflation and borrowing costs, complex ownership structures, and limited technical and financial capacity among homeowners' associations.
The report presents approaches such as blended finance, ESG finance and special purpose vehicles. It also highlights the importance of enabling vulnerable households to take part in neighborhood-scale renovation. Grants, subsidies and public loan guarantees can cover up to 100% of their investment costs where necessary. Read more on BUILD UP.
