Commission urges EU countries to implement reinforced building energy rules

The European Commission has opened infringement procedures against all 27 EU Member States for not fully transposing the recast Energy Performance of Buildings Directive into national law. The announcement highlights the Directive’s role in increasing building renovation, reducing energy use and supporting the transition to a zero-emission building stock by 2050.

The European Commission announced on 15 July 2026 that it has sent letters of formal notice to all 27 EU Member States because they had not fully notified the national transposition of Directive (EU) 2024/1275, the recast Energy Performance of Buildings Directive (EPBD).

Member States were required to notify their transposition measures by 29 May 2026. A separate provision concerning the prohibition of financial incentives for the installation of fossil fuel boilers had an earlier transposition deadline of 1 January 2025. Following the letters of formal notice, the Member States have two months to respond, complete their transposition and notify the Commission. If the responses are not satisfactory, the Commission may issue reasoned opinions.
