The opinion stresses that housing support should be adapted to different needs, including conversions, renovations and new construction, while promoting climate-neutral and resource-efficient building methods, collective housing solutions and alternative mobility approaches. It also highlights the need for clearer land-use and spatial planning guidance, stronger rural development measures and proven tools such as mandatory shares of subsidised affordable housing.
