The European Commission has unveiled the REPowerEU Roadmap, a strategic plan to fully eliminate the EU’s dependency on Russian energy. Despite significant progress under the REPowerEU Plan cutting Russian gas imports by 65 %, banning coal, and reducing oil to 3 % a 2024 rebound in gas imports highlighted the need for more decisive, coordinated action.

The new roadmap outlines a stepwise, secure phase-out of Russian gas, oil, and nuclear energy. Starting in 2025, new contracts for Russian gas will be banned, with spot market imports ending by year’s end. All Russian gas imports are set to cease by the end of 2027. Member States will submit national phase-out plans and adopt new monitoring and transparency rules to track Russian gas flows.

Upcoming legislation will also target Russian enriched uranium and shadow oil transport fleets while supporting domestic production of medical radioisotopes. The shift is underpinned by growing global LNG supply, declining gas demand, and accelerated clean energy deployment.

The roadmap supports the broader goals of the Clean Industrial Deal and the Affordable Energy Action Plan, aiming to enhance energy resilience, reduce geopolitical risks, and accelerate the EU’s clean energy transition.
