Title of the initiative: Technical guidance on OSH legislation enforcement .This initiative is directly linked to the Transition Pathway for the Chemical Industry action "Suggest technical guidance to promote harmonised implementation and better enforcement of OSH legislation." The general purpose of the initiative is to:
• Improve safe handling of chemicals at the workplace by providing guidance facilitating sharing of good practices to companies on various elements such as training, risk management, monitoring etc.
• Obtaining and equal level of protection for all workers across the EU.
• Increase trust by authorities and stakeholders in the OSH regulatory framework and related risk management measures.
The initiative is composed of two modules:
1) Training platform professional users: It aims to improve safe handling of chemicals by professional users, allowing professional users still to have access to performant products. This is a joint action with DUCC, which is leading and coordinating the module (the related initiative is submitted by DUCC via this call). Target: Q4 2024 – Publication generic training.
2) Guidance for safe handling of specific (groups of) chemicals at the workplace: Strengthen safe use advice for chemicals for which a concerns related to workers has been identified by authorities. Target: Q4 2024 for identifying (groups of) chemicals flagged by authorities leading to not addressed risks for workers, including prioritization and development of a workplan. Active support by relevant stakeholders (i.e. the European Commission and Competent Authorities) is a necessary pre-condition to carry out this module.
