The recommendation on transport poverty, published by European Commission on 22 May 2025, urges Member States to ensure affordable, accessible, and fair mobility across the EU. The Recommendation outlines strategies to address transport poverty, particularly in the context of upcoming Social Climate Plans, which are tied to the Social Climate Fund expected to mobilise at least EUR 86.7 billion from 2026. Key measures include improving public transport in low-income areas, introducing social leasing schemes for zero-emission vehicles, and enhancing accessibility for vulnerable groups. The document aims to promote social and climate justice by ensuring equitable access to mobility for all Europeans.
