The EU Regulation 2016/1953 establishes a European travel document for the return of illegally staying third-country nationals. It standardizes the format, security features, and technical specifications of the travel document, ensuring it is recognized and accepted across all EU member states. It aims to facilitate the return process while respecting the fundamental rights of individuals, particularly the principle of non-refoulement. This regulation replaces the Council Recommendation of 30 November 1994, enhancing the efficiency and credibility of the EU’s migration policy by providing a uniform document for the return of third-country nationals who do not meet the conditions for entry, stay, or residence in the EU.
