According to Ilieva Voutcheva & Co. Law Firm, Bulgaria remains in the early stages of implementing EU Regulation 2024/1028 on short-term accommodation rentals, despite the EU’s April 2026 deadline for Member States to establish the necessary implementation framework.

As part of its initial efforts, Bulgaria has launched public consultations with relevant stakeholders to identify potential challenges in applying the new rules. Draft legislative amendments reflecting the regulation’s framework have been published, and feedback from the sector is currently under review.

In recent years, Bulgaria has experienced rapid growth in the short-term rental market. However, this expansion has brought about various challenges that the new EU regulation seeks to address, with the aim of creating a fair and balanced environment for all parties involved.
