The Transition Pathway for Tourism is a collaborative plan developed with key players in the tourism sector. It outlines essential actions, targets, and conditions to achieve green and digital transitions, ensuring the long-term resilience of the industry. The European Commission has invited all stakeholders to participate in its implementation.

The pathway encourages the tourism community to take action in 27 areas, including:

  • Investing in Circularity: to reduce energy use, waste, water consumption, and pollution while meeting the growing demand for sustainable tourism
  • Enhancing Data Sharing: to improve data sharing practices to foster innovative tourism services and better manage destinations sustainably
  • Investing in Skills: to ensure a qualified workforce and create attractive career opportunities within the tourism ecosystem

As the Commission underlines, active participation from all sector players is crucial for the success of the green and digital transition. The Commission has launched an online survey, inviting the EU tourism community to share their commitments and express interest in collaborating on the pathway’s implementation. The Commission will work with interested stakeholders to guide, support, and monitor the progress of this transition.

The development of the Transition Pathway for Tourism began in June 2021 with a consultation involving stakeholders to explore transition scenarios. Several workshops and meetings were held to refine the proposals.

This pathway is the first delivered as part of a broader initiative announced in the Industrial Strategy Update on May 5, 2021. The strategy calls for industrial ecosystems to accelerate green and digital transformations and enhance the resilience of the European economy. The Commission also works on pathways for other sectors, including mobility, construction, energy-intensive industries, and the social economy.

The Transition Pathway for Tourism aligns with the European Council’s request on May 27, 2021, for a European Agenda for Tourism. It sets the stage for a forward-looking transition and long-term resilience of the tourism ecosystem, aiming towards 2030 and beyond.
