This initiative is part of the updated New Industrial Strategy, which emphasizes green and digital transformations to enhance Europe's global competitiveness. The final report results from an extensive co-creative consultation process involving 182 stakeholders who responded to an online survey and 115 participants in 12 workshops, followed by validation workshops and consultations with Member States experts.

The European Commission’s final consultation report, published on January 28, 2022, is structured around five themes and 17 transition pathway topics, with proposed targets for 2030 and milestones for 2023 and 2025. Key topics include sustainable data collection, reducing tourism transport greenhouse gas emissions, minimizing food waste, and improving energy efficiency in buildings. The document highlights the importance of cross-stakeholder collaboration and immediate, substantial efforts to achieve these ambitious targets.
The report emphasizes the need for smart and sustainable tourism strategies, noting that while 100% of tourism strategies mention sustainability, only 55% go beyond cursory references. It calls for national tourism administrations and Destination Management Organisations (DMOs) to update their strategies to incorporate sustainable development principles. The European Parliament and the Council have also called for a new EU strategy for sustainable and strategic tourism, aligned with the Digital Agenda, the Green Deal, and the UN Sustainable Development Goals.
Specific actions and cost indications are proposed for different stakeholder levels, including the European Commission, Member States, Regions, Local Authorities, and the Tourism Industry. For example, the European Commission is advised to co-create and share guidance on developing sustainable tourism strategies, with resources allocated for developing guidance documents and facilitating best practice exchanges. Member States and regional authorities are encouraged to develop smart and sustainable tourism strategies, with regular reporting on achievements.
To summarise, the stakeholder consultation report provides a roadmap for a more resilient, innovative, and sustainable tourism ecosystem in Europe, contributing to the creation of a Transition Pathway for tourism.
