The Culture Development Plan 2021–2030, published by the Estonian Ministry of Culture in June 2023, outlines Estonia’s strategic goals for cultural policy over the decade. Building on the previous Fundamentals of Cultural Policy until 2020, the plan aims to preserve the Estonian nation, language, and culture while promoting freedom of expression, cultural diversity, and equal access to cultural life for all residents.

The plan emphasises the role of culture in enhancing well-being, social cohesion, and a safe living environment. It is grounded in transparency, inclusivity, and evidence-based policymaking, and aligns with Estonia’s long-term strategy Estonia 2035, Sustainable Estonia 21, and the UN Sustainable Development Goals.
