The "Reshaping Vienna – Visitor Economy Strategy 2025", updated by the Vienna Tourist Board in October 2021, outlines a forward-looking vision for sustainable and inclusive tourism development. Building on decades of success, the strategy shifts focus from growth in visitor numbers to enhancing the quality of life for both residents and guests. It introduces the “Viennese Strategy Diamond” as a symbol of the city’s commitment to preserving its unique character while fostering innovation and resilience in the visitor economy.

The strategy promotes a holistic approach to tourism, defining visitors broadly to include not only tourists but also students, business travellers, and day visitors. It prioritises three key action areas: placemaking and marketing, strengthening Vienna as a meeting destination, and implementing smart, resource-efficient solutions. Underpinned by values such as premium quality, cosmopolitanism, and digital humanism, the strategy aims to balance economic impact with environmental sustainability and social well-being.
