The Technical Support Instrument (TSI) is an EU program with a €864 million budget (2021-2027) to assist Member States in designing and implementing reforms to counter the COVID-19 crisis's impacts. It covers areas like green and digital transitions, health, and governance.
Member States can request tailored support, which includes strategic advice and training, without co-financing requirements, by October 31 each year.

The Technical Support Instrument (TSI) is an EU programme offering tailored technical expertise to EU Member States for designing and implementing reforms. With a budget of €864 million for the period 2021-2027, this programme is a key component in helping mitigate the economic and social impacts of the COVID-19 crisis. TSI facilitates smart, sustainable, and socially responsible reforms to enhance economic and societal resilience.
The TSI covers a broad range of policy areas, including the green and digital transitions, health and long-term care, skills, education and training, governance and public administration, competitiveness, the financial sector and access to finance, revenue administration and public financial management, labour market and social protection, and migration management.
Member States can request TSI support for resilience-enhancing reforms linked to EU economic governance, adhering to recommendations from the European Semester and EU law. It also aids in the preparation, amendment, and execution of recovery and resilience plans, economic adjustment programs, and self-initiated reforms. TSI offers services such as strategic advice, studies, training, and expert visits covering all reform phases. By addressing reform challenges, it improves public services and promotes sustainable, inclusive economic growth.
TSI support for reforms begins with a request from an EU Member State and is custom-tailored to meet the specific needs of each country. This support offers a unique blend of expertise from the European Commission, national administrations, international organizations, and the private sector. It strengthens the Member State's capacity to implement reforms and does not require co-financing.
To receive support, a Member State submits a request to the Commission through a national Coordinating Authority by October 31 each year.
The TSI 2025 call offers technical support to Member States for designing or implementing reform projects in 2025. Member States can submit requests for technical support, specifying policy areas and priorities, by October 31, 2024. National, regional, or local authorities wishing to request reform support for the TSI 2025 cycle can access the necessary request templates on the dedicated webpage. The European Commission reviews these requests in dialogue with Member States to assess their needs and explore reform support options.
