The European Union (EU) provides a wide range of funding opportunities to foster the digital transformation of public administrations. These programmes address key priorities such as digital infrastructure, advanced skills, research and innovation, and interregional collaboration.

The Digital Europe Programme (DEP), with €7.6 billion allocated for 2021–2027, strengthens Europe’s digital capabilities by investing in digital infrastructure, cybersecurity, advanced skills, and the deployment of cutting-edge technologies such as AI and high-performance computing. Horizon Europe, the EU’s main research and innovation programme, provides over €95 billion to support projects that advance digital technologies, improve public services, and drive sustainable growth. The Technical Support Instrument (TSI) delivers tailored expertise to help Member States design and implement digital reforms, enhancing governance and administrative efficiency. Interreg supports cross-border cooperation to improve digital connectivity and innovation in public services, while the Interregional Innovation Investments (I3) Instrument helps accelerate market uptake of research results and strengthen regional innovation ecosystems, with calls planned between 2025 and 2026. Additionally, the Connecting Europe Facility (CEF), backed by €33.7 billion, funds the modernisation of digital networks and infrastructures, supporting high-speed broadband, secure public services, and citizen engagement. Complementary mechanisms such as Pre-Commercial Procurement (PCP), Financial Support to Third Parties (FSTP), and Simple Grants ensure targeted funding for innovative solutions and procurement needs.
