On 17 July 2026, the Commission presented an Electrification Action Plan targeting 46% electrification of the EU economy by 2040, which it estimates could cut the EU's fossil fuel import bill by €260 billion a year.

The Plan sets out measures to expand grid capacity, simplify permitting for electrification projects and support investment in renewables, heat pumps and storage, alongside a review of the EU Emissions Trading System.
Retail and wholesale - spread across large networks of stores, warehouses and distribution centres - is one of the EU's biggest collective energy users, making the availability of affordable, reliable electricity directly relevant to the sector's costs and competitiveness.
