The guidance explains how national authorities should apply the principle of proportionality - ensuring new draft rules on products and IT services go no further than necessary to protect a legitimate public interest, while keeping the burden on businesses as low as possible.

The initiative is part of a wider push to address the Commission's 'Terrible Ten' list of Single Market barriers, several of which affect how retailers and wholesalers operate across borders.
