On 24 April 2026, the Presidents of the European Parliament, the Council and the Commission signed the One Europe, One Market Roadmap, committing to concrete Single Market actions and targets by the end of 2027; a first progress report followed on 18 June 2026.

The Roadmap is built around five building blocks: simplifying rules, removing the ten most harmful Single Market barriers, championing trade, reducing energy prices, and driving the digital and AI transition. It is designed as a political and operational commitment, backed by quarterly progress reviews rather than a one-off declaration.
The first progress report, published in June 2026, confirmed that work on all priority areas is under way and reaffirmed the institutions' commitment to timely delivery. For retail - a sector repeatedly affected by Single Market fragmentation, from territorial supply constraints to divergent national rules - this roadmap sets the overarching political framework against which more specific retail measures will be judged in the coming two years.
