The report proposes strategic measures such as redistributing visitor numbers, enhancing public transport, and employing digital tools to engage tourists responsibly. Additionally, it advocates for community empowerment and data-driven monitoring to inform management strategies. EU frameworks like Agenda 2030 and the Transition Pathway for Tourism guide projects in cities like Vienna and Dubrovnik, showcasing effective models for managing tourism flows.
