Italian municipalities propose a shared foundation for tourism governance

A workshop in Montagano, Italy produced a concrete proposal from local stakeholders: a joint public-private foundation to coordinate tourism across several municipalities rather than each one promoting itself separately, as part of the TO CARE MED project's carrying-capacity work.

Held on 26 June 2026 and hosted by the Union of Municipalities "Tifernum" in the council chamber of Montagano, the workshop was led by Dr Federico Massimo Ceschin, President of the Italian Society for Sustainable Mobility and Tourism (SIMTUR), who walked participants through the Tourism Carrying Capacity Limit (TCCL) methodology the project uses to weigh tourism growth against environmental and social limits.

The working session produced three concrete priorities for the territory: promoting a "culture of limits" so development respects what the area can actually sustain, building communication strategies aimed at visitors seeking authentic, lesser-known destinations rather than the biggest names, and strengthening community-based tourism rooted in local identity. On governance, stakeholders pushed back against promoting individual municipalities separately, arguing instead for presenting the area as one unified destination, and proposed setting up a joint public-private Foundation to coordinate that work long-term. The outcomes feed directly into TO CARE MED's Action Plan and the TCCL rollout in the Molise pilot area.
