TO CARE MED is piloting a Tourism Carrying Capacity Limit (TCCL) methodology, a tool meant to help destinations set concrete limits on visitor flows before pressure on infrastructure, water resources or cultural heritage becomes a problem rather than after.

The methodology was introduced to local stakeholders in Monemvasia, Greece, a destination facing familiar Mediterranean pressures: seasonality, water resource management, infrastructure capacity, and protecting cultural heritage sites from overuse. Rather than treating these as separate issues, TCCL is designed to weigh them together, giving destinations a working ceiling for visitor numbers based on environmental, social and cultural limits rather than a single generic capacity figure.

In Monemvasia's case, local authorities, tourism businesses and community organisations used the workshop to identify their own priorities, including diversifying beyond peak-season tourism through cultural experiences, gastronomy and nature-based activities, and agreed to continue the work through a standing Destination Working Group. The intent is for lessons from destinations like Monemvasia to be compared and exchanged across the other Mediterranean destinations participating in TO CARE MED.
