The European Commission’s second stocktaking report outlines measurable progress in implementing the Transition Pathway for Tourism. It highlights 529 pledges from 240 organisations supporting green and digital transformation, regulatory developments, funding initiatives, and collaborative efforts across the EU tourism sector.

On 28 May 2025, the European Commission published its second progress report on the implementation of the Transition Pathway for Tourism. This follow-up report, released three years after the introduction of the strategy aimed at creating a green, digital, and resilient EU tourism sector, highlights that the collaborative effort has inspired numerous stakeholders to take action.
The report indicates that 240 organisations, including SMEs, have responded to the call, making 529 commitments to revitalise EU tourism—all of which are available on our platform. Efforts towards a green transition remain at the forefront, particularly through measures supporting tourism businesses and SMEs. However, the digital transition is slightly lagging in terms of stakeholder commitments and actions by Member States. Progress has also been made in resilience and inclusion, notably in improving tourism accessibility, diversifying services, and enhancing the well-being of local residents.
The Commission has advanced its digital transition commitments by adopting the Regulation on short-term accommodation rentals and developing the Common European Data Space for Tourism, which aims to improve data management in tourism destinations. Collaboration with experts through the ‘Together for EU Tourism (T4T)’ expert group also remains a priority, facilitating knowledge exchange and identifying areas for joint action.
Building on this progress, the Commission is now working on a new EU Sustainable Tourism Strategy. Citizens and stakeholders are encouraged to contribute their views through a public consultation.
