The Urban Agenda for the EU’s Food Partnership has published two evidence and policy briefs on how local food initiatives can become more firmly embedded in public policy, with support from regional, national and EU frameworks. Based on 38 interviews and an assessment of Agri-Food Smart Specialisation partnerships, the briefs present 12 recommendations covering funding, institutional support and better access for cities to regional innovation programmes.

The two briefs focus on how national and regional frameworks can help local food policies develop, endure and have an impact beyond the municipal level, as well as on how cities can play a more active role in Smart Specialisation (S3/RIS3) strategies and related regional programmes.
Six recommendations concern stronger recognition of local food policy, more tailored support and its longer-term institutionalisation. The remaining six focus on improving cities’ access to S3 funding, supporting project preparation at an earlier stage and ensuring that municipalities can maintain a role in regional innovation initiatives over time.
Two webinars scheduled for September 2026 will be used to gather feedback before the recommendations are finalised at EU, national and regional level.
