The European Commission has published a new report on the application of EU competition rules in the agricultural sector, showing how the current framework helps farmers work together and improve their position in the agri-food supply chain. The report explains that EU rules allow producer organisations and other forms of cooperation that can help farmers negotiate collectively, plan production, manage supply, and respond better to market pressures. It also notes that these tools could be used more widely, including for agreements linked to higher sustainability standards.

The report stresses that enforcement remains essential to keep agricultural markets fair and competitive. Between July 2017 and July 2025, the Commission and national competition authorities concluded around 110 investigations in the sector. These cases addressed issues such as coordinated pricing or quantities by buyers, collusion to raise prices, and initiatives that risked favouring domestic products in a protectionist way.

According to the Commission, effective enforcement and practical guidance help ensure that farmers, businesses, and consumers all benefit from open and well-functioning agri-food markets. The report also reflects the special status of agriculture under EU law and the role of the Common Agricultural Policy in shaping competition rules for the sector.
