The EU CAP Network has published guidelines to help Managing Authorities and evaluators assess whether CAP support has improved farmers' position in the food supply chain. Developed by a thematic working group over 2025, the guidance focuses on three strategies through which the CAP can strengthen bargaining power: farmer cooperation through producer organisations, participation in quality and organic schemes, and development of short supply chains.

The guidelines stress that farmers' position depends on more than prices or income alone, and recommend evaluating CAP Strategic Plans interventions and common market organisation provisions together rather than in isolation, since their combined effects often outweigh individual measures. They propose mixed-method evaluations combining quantitative analysis with qualitative and stakeholder insights, allowing evaluators to trace how farm-level decisions can trigger wider changes such as improved contracts, supply concentration and higher value added.
The document also emphasises assessing internal coherence among CAP instruments, helping identify where interventions overlap, conflict or complement each other, to inform practical recommendations for refining policy design and implementation.
