State of Food Security in the EU: high input costs and trade dependencies top the risk list

The Commission's Spring 2026 State of Food Security report finds high input costs and extreme weather were seen as the top risks to EU food supply in late 2025, while food affordability topped food security concerns. Risk perception grew more pessimistic than in the previous survey.

Respondents ranked rising fertiliser and energy costs, plus droughts and heavy rainfall, as top pressures, followed by import reliance and logistics bottlenecks. A trade analysis found EU imports remain broadly diversified, though 18% of import value involves highly concentrated sourcing, including fruits, vegetable oils and some fertilisers.
