Andalusia, Spain, has implemented a comprehensive strategy to monitor and promote sustainable tourism through data-driven decision-making and stakeholder collaboration. By integrating diverse data sources and developing a unified set of sustainability indicators, the region is aligning its tourism practices with EU and global sustainability goals. This approach enhances resilience, supports informed policy-making, and fosters a culture of sustainability across the tourism sector.

Andalusia, Spain, has been recognised as a best practice by the Sustainable EU Tourism project for its pioneering efforts in sustainable tourism monitoring and management. Faced with the dual challenge of tourism pressure and the need for resilience, the Andalusian Regional Ministry of Tourism, Culture and Sport, along with Turismo Andaluz, launched a series of initiatives to integrate sustainability into tourism governance.

Between 2021 and 2024, Andalusia participated in the Tourism Sustainability Indicator Pilot project, collaborating with other Spanish regions and international partners to develop a standardised framework for measuring tourism sustainability. This includes integrating conventional and private data sources into a unified system, supported by the OECD and NECSTouR.

The region also developed a “Smart Data” platform, active since 1997, to provide accessible tourism data for stakeholders, and with a COVID-19 crisis dashboard to guide recovery strategies. These tools have transformed policy-making by enabling data-informed decisions and fostering a culture of sustainability.

Turismo Andaluz is also deeply committed to continuous learning and international collaboration. It leads the Digital Transformation Subgroup of the “Together for EU Tourism (T4T)” Expert Group and actively participates in projects such as MITOMED+, the UNWTO Working Group on Measuring Sustainable Tourism, and NECSTouR. These efforts help promote data-driven destination management and interregional cooperation for sustainable tourism.

Andalusia demonstrates how the development of a comprehensive set of indicators can drive a data-driven approach to policy-making and a holistic approach to tourism assessment. This best practice offers a highly replicable model for integrating sustainability indicators into tourism strategies, enhancing resilience, and fostering informed decision-making across diverse destinations.
