Commission publishes guidance for CBAM’s definitive period

The European Commission has released ten guidance documents to help non-EU operators prepare for the definitive phase of the Carbon Border Adjustment Mechanism. The package includes dedicated sectoral guidance for fertilisers and hydrogen, two CBAM sectors relevant to the chemicals industry.

During the definitive period, importers of carbon-intensive goods will be required to report actual embedded emissions instead of relying on default values, while also meeting new financial obligations under CBAM. The guidance package consists of four general documents covering key CBAM concepts, emissions calculations and the free allocation adjustment linked to the EU ETS, as well as six sector-specific guides with practical examples, including separate documents for fertilisers and hydrogen.
