The European Commission estimates that Europe needs to invest around €150 billion more in housing every year to meet demographic pressures. Affordable housing is now an immediate concern for 40% of Europeans, and for 51% of those living in cities. The opening plenary brought together the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD), national and regional promotional banks, Efficient Buildings Europe and Housing Europe. The national and regional promotional banks have pledged a combined €375 billion for social, affordable and sustainable housing by 2029.
The experts agreed to work together on funding models that combine grants with guarantees, equity and patient capital. They will also look at ways to bundle small projects and to fund innovation in construction, such as modular and off-site construction.
