The EU has issued a Call for Evidence to shape its Housing Construction Strategy, inviting stakeholders to share insights on innovation, sustainability, and regulation until 18 September 2025.

On 24 July 2025, the European Commission launched a public consultation on the European Strategy for Housing Construction (initiative 14762). This strategy aims to strengthen the competitiveness and productivity of the construction sector while meeting rising housing demand through new, renovated, and repurposed homes. 

 

Key proposed measures include: 

 

  • promoting innovative construction techniques via improved standards for building products; 

  • enhancing access to raw and secondary materials by leveraging circular economy principles; 

  • improving financing for innovative products and technologies; 

  • simplifying and digitalising building permits to expedite project timelines; 

  • harmonising professional qualifications and licenses, fostering cross-border service provision. 

     

Stakeholders – ranging from construction and housing sectors, material producers, green tech, urban planners, researchers, and NGOs to financial investors – are invited to submit comments, highlight implementation challenges, and propose improvements at local, national, or European levels. 

 

The consultation remains open until 18 September 2025, allowing contributions in any EU language through the 'Have Your Say' platform.
