The European Commission has launched the first-ever European Affordable Housing Plan (EAHP) and is currently running a public consultation open until 17 October 2025 to gather input from citizens, experts, and stakeholders across all governance levels. 

 

This consultation seeks feedback on a wide array of issues. They comprise affordable and social housing, financing, state aid, construction and renovation, repurposing vacant properties, urban densification, planning and permits, rental markets (including short-term rentals and secondary homes), financialisation, inclusiveness and governance. 

 

The Commissioner for Housing Dan Jørgensen emphasised that 'tackling the housing crisis […] requires inclusive action', and that citizen input is vital for shaping a plan that delivers 'affordable, sustainable, and decent homes' for all Europeans. 

 

The EAHP aims to mobilise investment at national, regional, and municipal levels; improve access to decent housing, especially for vulnerable groups, families and young people; remove obstacles to housing supply; and strengthen the effectiveness of building, licensing and procurement processes. 

 

In summary, this consultation marks a key step towards a coordinated EU-level response to the housing crisis, combining policy, investment, and regulatory solutions in pursuit of affordable and sustainable housing for all citizens.
