Under the approved plan, Greece will deploy funding between 2026 and 2032 through the Social Climate Fund and national co-financing arrangements. The initiative targets groups most affected by energy and transport poverty, including households with limited access to affordable mobility options and micro-enterprises exposed to fossil fuel price increases. 

Key measures include support for energy-efficiency renovations, the construction of zero-emission social housing and the establishment of one-stop shops providing guidance on energy improvements. The plan also includes investments in electric vehicles, charging infrastructure, transport-on-demand services and improved public transport connectivity, particularly in rural and underserved areas.
