The tourism ecosystem faces significant limitations in investing in resilience and crisis management expertise and resources. After experiencing crisis events, stakeholders often find their investment capacity further constrained, which restricts their ability to make necessary post-crisis investments. This cycle creates considerable stress, hindering their efforts to enhance resilience, allocate resources effectively, and respond to future crises. To address these challenges, systematic funding resources must be established to support cross-border initiatives, considering the financial limitations of tourism destinations and businesses. Such resources are essential for fostering collaboration and collectively developing resilience and crisis preparedness.
