Regulation (EU) 2019/817 establishes a framework to ensure interoperability between EU information systems for borders and visas, enabling seamless and secure data exchange among authorities to enhance border management and internal security.

Regulation (EU) 2019/817, adopted by the European Parliament and the Council on 20 May 2019, establishes a framework to ensure interoperability among EU information systems in the areas of border control and visa management. Its primary aim is to enhance information sharing and cooperation across EU Member States by enabling border guards, customs authorities, police officers, and judicial authorities to have fast, seamless, and secure access to relevant data.

To address the fragmentation of existing systems, the Regulation introduces four key interoperability components:

  • European Search Portal (ESP) – a unified interface that allows authorities to search multiple EU databases simultaneously
  • Shared Biometric Matching Service (sBMS) – a centralised system for comparing biometric data
  • Common Identity Repository (CIR) – a database that consolidates identity data from various systems to ensure accurate identification
  • Multiple-Identity Detector (MID) – a tool designed to detect and manage cases of multiple or fraudulent identities

Although the Regulation officially entered into force on 11 June 2019, the first operational component—sBMS—was only launched by the European Commission on 19 May 2025. This marks a significant step forward in strengthening the EU’s border management and internal security capabilities.
