Key insights include Valladolid’s call for EU policies that attract private investment and involve companies and citizens in climate efforts, Leuven’s efforts to raise an investment fund leveraging European money to support diverse projects, and the Dutch Pilot Cities’ initiative to create District Investment Platforms for natural gas-free districts. The brief highlights challenges such as securing local investment, managing funds for non-revenue-generating projects, and closing the financial gap for projects not meeting the European Investment Bank’s innovation criteria.

It underscores the need for EU-level regulatory frameworks to support finance and investment flows, enhance policy integration, and ensure long-term capacities and resources for sustainable urban development.
