Scope of the programme
• Countries impacted: Romania
• Thematic axis:
- Increasing the competitiveness of SMEs
- Supporting sustainable urban development
- Improving energy efficiency
- Enhancing public infrastructure
- Developing cultural heritage and tourism as a driver for local economic development
- Funding programme lineage (EU, national, regional): Regional
Description of the project
• Project objective(s): The objective was to deliver affordable rooms with private bathrooms and essential amenities (a basic, not high-end, offer) to meet demand without overshooting the budget, helping a transition from hostel to a guesthouse model.
• Duration: 18-24 months.
• Main activities: Construction and fit-out the place.
• Outputs: N/A
Type of application
• Single applicant: Yes
• Consortium members: N/A
• Subcontractor: No

Success Factors
Use of support ecosystems: The company highlights a single, capable consultant as the key success factor, managing the portals, paperwork, and iterations, and helping avoid the pitfalls that caused earlier failures with other firms. Accounting support (from other consultant), while not perfect, also contributed to compliance.
Barriers & Challenges
• Administrative burden: The company cites slow evaluation, complex document requirements, and stress around final payment processing. VAT recovery reportedly took approximately six months. Another administrative factor that impacted was the evolving compliance rules, because during implementation, regulatory changes altered eligibility and forced additional own-funding beyond the original plan.
• Time & resource constraints: With a tiny team, every delay has high opportunity cost, if co-financing is high, self-financing might be faster and economically preferable.
Lessons learned
• Budget beyond the grant: Plan liquidity for VAT and non-eligible items and expect policy/standard updates mid-project and keep a compliance buffer.
• Invest in the right expertise: A committed, experienced consultant can sharply increase the chance of award and reduce friction in execution.
This case is relevant to micro accommodation providers across EU regions where modest capital upgrades can unlock higher occupancy and rates. It shows how lean teams can succeed by outsourcing specialized tasks (consultancy, accounting, construction) while staying focused on a crisp, fit for purpose investment scope.
