The European Cyclists’ Federation (ECF), together with partners from across the South Baltic region, has published a visionary proposal for a Multiannual Action Plan for EuroVelo 10 – Baltic Sea Cycle Route. Developed within the Interreg South Baltic Programme-funded Baltic Biking Upgrade (BBU) project, this document sets the foundation for a long-term transnational partnership to strengthen the route’s promotion, quality, and economic impact. With cycling tourism on the rise across Europe, this plan offers a compelling roadmap to turn EuroVelo 10 into a flagship model for sustainable tourism.

The Multiannual Action Plan for EuroVelo 10 is a milestone publication prepared by the European Cyclists’ Federation (ECF) in collaboration with leading tourism and cycling organisations from Poland, Denmark, Sweden, Lithuania and Germany. Developed under the Baltic Biking UPGRADE project (2023–2026), co-financed by the Interreg South Baltic Programme, this document proposes a concrete framework for launching a transnational EuroVelo 10 Partnership.
Why now? Because cycling tourism is booming, and EuroVelo 10 – encircling the Baltic Sea across nine countries – is uniquely positioned to benefit coastal regions, local businesses and climate-conscious travellers. This plan outlines steps to build a lasting governance model, promote the route more effectively, and improve infrastructure and services along the 9,000+ km trail. Backed by successful case studies from other EuroVelo partnerships (like EuroVelo 15 and 19), it proves that structured cooperation pays off.
The proposal is not just for planners – it's a call to action for tourism boards, public authorities, cycling NGOs and local businesses. As the climate heats up, the Baltic coast becomes an increasingly attractive, sustainable destination. Visit the website to read the full report and join the movement toward a greener, more connected cycling future across Europe.
This document was elaborated by the European Cyclists’ Federation, Belgium, and prepared with the support and feedback of the BBU project partners:
