Nordregio has released the first publication in its new cycle planning series, offering Nordic regions a practical overview of how to design cohesive, high-quality cycling networks and cycle superhighways. The memo outlines opportunities, challenges and best practices drawn from research, policy analysis and the Nordic Cycle Network workshops. It highlights why long-term financing, cross-municipal coordination and shared standards are essential for sustainable mobility. Nordregio — a leading Nordic research institute focused on regional development and planning — has launched the first memo in a four-part series dedicated to strengthening cycling infrastructure at the regional level. The publication addresses a central question for modern mobility: how can regions plan cycling networks that are coherent, attractive and capable of shifting everyday travel away from cars?

The memo draws on literature reviews, policy mapping and collaborative insights from the Nordic Cycle Network. It identifies the main opportunities for Nordic regions, including growing demand for active transportation, the rapid rise of e-bikes, and increased political commitment to sustainable mobility. At the same time, it highlights challenges, including fragmented planning responsibilities, inconsistent design standards, land-use conflicts and the need for stable long-term investment.

A key focus is the concept of cycle superhighways — long-distance, high-quality routes designed for fast, safe and comfortable cycling between municipalities. The memo explains what makes these routes effective: coherence across borders, predictable surface quality, well-designed intersections, clear signage and uninterrupted flow. It showcases strong Nordic examples, including Danish Cycle Superhighways, regional initiatives in Skåne and Midtjylland, and emerging cross-border collaborations.

The publication also illustrates how e-bikes are reshaping mobility patterns by extending travel distances and enabling more commuters to shift from cars to active transportation. This supports climate goals, reduces congestion and enhances regional accessibility. Another important message is that organisational structures matter: successful cycling networks require coordinated planning between local, regional and national levels, with shared standards and long-term commitment.

For European tourism and mobility, the memo is highly relevant. As travellers increasingly seek sustainable, low-impact ways to move within regions, high-quality cycling infrastructure becomes an asset that strengthens destinations, supports climate action, and promotes healthy, environmentally friendly travel. Cycling tourism continues to grow across Europe, and Nordic approaches offer models that other regions can adapt.

Nordregio’s publication provides valuable guidance for cultivating greener transport systems that benefit residents, commuters, and visitors alike. The following memo in the series will be released in the new year, offering further insights for planners and policymakers advancing sustainable mobility.
