Almost 200 stakeholders from 26 EU member states, 70% of them under 40, gathered at an EU CAP Network seminar to translate the EU Strategy for Generational Renewal into concrete national actions. Participants co-created recommendations on access to land and credit, farm succession, skills, rural attractiveness and youth participation in policymaking.

Young farmers and rural youth organisations shared first-hand experiences, from a Lithuanian farmer who financed abandoned land through family loans and CAP funds, to Belgium's "Landmobiliteit" matchmaking service connecting retiring farmers with successors. Recommendations from group discussions included land banks and land observatories to track markets, single entry points for information on funding and advisory services, holistic succession support covering legal, financial and psychological aspects, and structured mechanisms for young people to co-design policy through tools like a "rural youth check."

Participants also stressed the role of culture and community in keeping young people in rural areas, alongside practical needs like transport, affordable housing and farm relief services to improve work-life balance. The recommendations feed into national proposals for the 2028-2034 CAP and upcoming National and Regional Partnership Plans.
