The strategy places greater emphasis on addressing users' needs and bringing researchers, businesses and end users together to co-create, test and demonstrate solutions in real-world conditions. It highlights the need to diversify protein supply, including through advanced fermentation technologies, and calls for greater investment in open-access biomanufacturing infrastructure to help start-ups move innovations from prototype to industrial scale.

AgRI 2040 will cover areas including soils and water, crops, livestock farming, the bioeconomy, forests, rural areas, value chains and digitalisation, while Food 2040 will focus on local food systems, healthy and sustainable diets, resource efficiency and aquatic products. An initial AgRI 2040 conference, "Future-proofing EU Agri-Food through research and innovation", takes place in Brussels on 24-25 September, ahead of more precise action areas to be defined by the end of 2027.
