Delayed or uncertain succession risks farm fragmentation, loss of competitiveness and the fading of accumulated know-how, while discouraging young people from entering the sector. An EU CAP Network assessment of generational renewal strategies across Member States has mapped approaches already working on the ground, including farm transfer schemes that simplify administrative procedures, advisory and mediation services for legal and fiscal aspects of transfers, incentives for partial or full early retirement, and matchmaking initiatives connecting retiring farmers with new entrants.

The Strategy builds on this evidence to promote earlier succession through national reforms, simplified inheritance and taxation rules, and integration of succession measures into the CAP framework post-2027.
