The European Commission has released a new report presenting best practices for the design of agri-environmental and climate actions under the CAP after 2027. Intended to support Member States in preparing their future CAP plans, the report combines practical recommendations, examples, and lessons drawn from the current CAP Strategic Plans.

The publication highlights the strong uptake of existing environmental measures and introduces the future AECA (agri-environmental and climate actions) instrument, which will merge current eco-schemes and agri-environmental commitments into a simpler framework. It also outlines a shift from compensation-based support towards incentive-based payments that better reward environmental services and encourage wider farmer participation.

Drawing on implementation experience, research, and EU CAP Network work, the report identifies key success factors such as clear design, adequate incentives, targeted measures, result-based approaches, collective action, and robust monitoring. Together, these elements are intended to help shape CAP plans that deliver stronger environmental outcomes while remaining practical and attractive for farmers.
